Abstract
The author presents software program management techniques and procedures which reduce the risks of software development. These concepts, combined with advances in software language structure, offer the potential to significantly reduce software acquisition cost as well as enhance the capability to produce software to a schedule. They require changes in the way that software management is implemented, but the potential for payoff for the individual company and to the industry is high. Many of the current program management techniques were validated on hardware development programs but they are being applied to both hardware and software. These techniques will require modification in order to be fully effective for software development. The author recommends changes and presents the rationale for each recommendation. In addition, he presents rational ways to bid software development programs both with and without reusable software
