For environmental and economic purposes, the interest in increasing energy efficiency in mobile networks have been growing in recent years. Due to large amount of energy consumed in radio base stations (BSs), management on switching on and off parts of the radio base stations according to traffic fluctuation brings large energy-saving gain. However, radio network topology and the type of base stations are important for a flexible network. In this paper, we present and discuss a generalized optimization framework where network planning and management are jointly considered. Through the evaluation of CAPEX and OPEX with base station power consumption modeling, the framework can be utilized for maintaining a green and low-cost mobile network.
