Abstract
The author suggests that there are important community issues which need to be researched and debated widely before society invests in advanced technologies such as automatic vehicle identification. After reviewing the history, design principles, and benefits of AVI, he examines several aspects of the design of systems which have direct social implications. These include equipment reliability, fraudulent usage, and protection of consumer interests.<>
