Abstract
In this paper, we provide an alternative to the IBC for dielectric-coated metallic surfaces by combining the thin dielectric sheet approximation of [3] with explicit boundary conditions as in [2], removing the need to solve for the dielectric field altogether. While both the IBC and the formulation of this paper require the dielectric layer to be thin, this formulation does not have the other physical restrictions of the IBC because it is based on a rigorous integral formulation.
