Abstract
Open source software (OSS) has become a tendency for developing countries, like Kazakhstan, to improve their place in global level, particularly, in public sector. However, there are still factors that hold process of OSS adoption. This study is trying to determine these factors using Multiple Perspectives of OSS Appropriation (MPOSSA) model. Ministry of Oil and Gas of the Republic of Kazakhstan was chosen as a case study due to their high level of interest in adopting OSS.
