Abstract
Resource allocation in complex systems is studied to determine the best use of software and hardware in order to insure that a system runs smoothly and predictably. Most modern work on this subject does not recognize the effect of humans using and operating these complex systems. We demonstrate how we plan to extend the resource allocation module of the navy sponsored Destination project to take into account the influence of humans
