Solution of the unequal of workers and tasks assignment problem with restriction of qualification

The problem that whether someone qualifies for a job in actual assignment is often met. In this paper, a mathematical model of the assignment problem with restriction of qualification is set, a method of judgment the existence of a solution for this problem is given by transforming the cost matrix into the decision matrix; furthermore, the cost matrix is transformed into solution matrix when the problem has a solution and then the assignment problem with restriction of qualification is transformed into the traditional assignment problem. At last, we give an example to testify this method is effective.
