Abstract :
This paper presents a philosophy of institution-wide PACS implementation that provides a framework for deciding, “What is the optimal time to install PACS?”. The analogy is made to the purchase of a personal computer, the key determination being whether the technology can appropriately satisfy the application´s need without compromise. This requires a clear knowledge of one´s institutional needs, coupled with knowledge about the state of the industry. Both these can be satisfied by putting out an RFI (Request for Information). The components of the RFI are discussed and the shortfalls in technological advancements that it uncovers are highlighted
