Abstract :
S&T project have make a profound impact to economy and society of China. Study the role of S&T project is more important. But only considering the direct economy effect and social effect of S&T project is not enough.This paper makes an improvement to PCA, and designs the IPCA model. Then we use IPCA model to measure the contribution degree of S&T, and make a case study to consider the contribution of S&T.
