Abstract :
To identify that technological capabilities define the highest point that an organization can achieve in the current context, while the incentives promote its application and in fact encourage its expansion, renovation or disappearance, not to mention their complexities as social phenomena, and which are not explicable solely on the basis of individual behavior, or the supra-individual entity called society, implies the introduction of a methodological task which tackles the risk of limiting its systemic explanation on attempting to reduce its complexity to a simple concept or a close definition. The university needs tools that permit the reflection on its what-to-do and its role which is has to play in front of the challenges which are represented in the dynamic flux of technological change. A model for the analysis of the technological capabilities of the university is proposed, looking for facilitating its identification, description, understanding and potentialities for the proactive management of the technological change, so that it facilitates the effective participation of the university in the social system of innovation, and at the same time that it fortifies the capabilities of analysis and decision making for the design, pursuit and evaluation of university policies for the management of the development of technological capabilities, as a vital resource in the new scene of the innovation, the competitiveness and the globalization of the 21st century. A conceptual proposal for the processing of the technological capabilities of a university is presented. In addition, statistical tools are proposed (univariate and factorial analysis) and a set of questions, designed from different papers on the problems in the production and transference of knowledge are given.
