Abstract :
It is the only way for Chinapsilas construction of environment-friendly and energy- and resource-efficient society that economic and technological development zones, high-tech industrial parks try to establish recycling-based economic model of special symbiotic cluster networks for manufacturers through the ecological transformation. General theories of eco-industrial parks, feasibility analysis of ecological transformation, ecological rehabilitation programmers and models of traditional industrial parkspsila ecological transformation have been focused on by experts at home and abroad. Based on Small-World and Scale-Free Network technologies, Ecological transformation will provide effective supports with which accelerate the process of transformation. As eco-industrial parks have significant characteristics for reduction of environmental pollution, energy conservation and resource saving, these profitspsila beneficiaries are people of ultra community, who should compensate for these gaining from eco-industrial parks. However, being these acts clearly inoperable, the responsibility of compensation for profits expectations need be charged with representatives of theirs. Governments are the best representatives.
