Abstract :
Using literature search, expert consulting, questionnaire, group focus, and qualitative analysis, this study explores the status of organizational innovation and innovation culture within the domestic as well as the global context. The study indicates that innovation culture has great implication in scientific organizations in terms of facilitating the process of organizational innovation. The study identifies several core factors of innovation culture in scientific organizations, namely, the organizational innovation value, the climate of organization innovation, the transformational leadership, and the innovative characters of researchers. An innovation assessing system and indexes of innovation culture for the Chinese Academy of Sciences have been established, which include 3 first level indexes such as the exterior environment of the organization in question, behavior norms, and value beliefs and 7 secondary level indexes including organizational logo, working conditions, rules effectiveness, leadership behavior, staff behavior, the value, and the organizational culture.
