Abstract :
Many developing countries are investing resources in e-strategy but the impact of these resources at the country level is not obvious. This paper is a try to introduce an analytical framework to analysis and evaluate of each stages of strategy process for achieving an effective national e-strategy. All stages of e-strategy such as environment scanning, strategy formulation, implementation, monitoring and evaluation are examined. The framework present the class of criteria to assess of each stage include the specific group of e-readiness indicators. E-indexes can help gauge e-strategy performance to meet countrypsilas development goals. Finally uses framework to assess e-strategy of Iran between 2002 and 2005 that know as TAKFA.
