Abstract
The CNS/ATM Focused Team (C/AFT) is an informal working group whose purpose is to develop a business-case driven prioritization of ATM system modernization plans, while attempting to resolve disparate regional requirements. The team has developed a process that allows a systematic analysis of ATM capacity and efficiency shortfalls and the phased regional modernization plans, along with a detailed economic analysis of the proposed solution options. The methodology is presented with examples that demonstrate how the complex issues can be treated
