Abstract
Energy consumption is increasing all over the world continuously. The policy makers of many countries are reinforcing powerful and effective energy saving policies. Of many policies, it is known that energy efficiency is becoming one of the most powerful and cheap ones. However it is difficult to distribute high-efficient equipments naturally due to its high price. Therefore authorities are using some tools, such as rebate or MEES(minimum energy efficiency standard). Generally rebate is effective at the initial distribution phase. Rebate variation causes distribution volume of equipments to be changed. Until now we have known that it is difficult to estimate changed volume depending upon rebate change. This paper proposes a new algorithm for estimating this change based on modified Basspsila diffusion formula, and it is applied to real case study on the CFLs.
