Abstract
In this paper we present a 7-layer model which consists of peer systems arranged logically in a hierarchical fashion. Every layer of the system is integrated with PMADE and mobile agents. This system is integrated with at least seven agents one at each layer. This system allocates 17 digit hexadecimal ID to every individual who is the citizen of the country which is a member of this system. It provides two types of services to every citizen. First type of service is shared between the citizens of the entire system provided at country layer and other type of service is shared between the citizens of a single country provided at state layer.
