Abstract
The scientific of anti-corruption is based on rationality. The restrictions on the power manipulators, as a result, come from the deletion of reporters. How to spark the deletion is a game between the social organizations and insiders. Only security and recognitions can make the insiders to denounce corruption, otherwise the high risk will bring an ethic dilemma while ineffective. It should not be the irrational motion of the insiders but the reasonable design of the Institution recognizing and getting them awarded to carry on anti-corruption in the open and Pluralistic society. Even by this way, the cost of the anti-corruption would be the least.
