Abstract
Since 1999, IMS Question and Test Interoperability (IMS QTI) specifications have been considered as a de facto standard for reusable components for assessment tools. Some shortcomings are found in IMS QTI include the lake of representation for intended learning outcomes (ILOs), difficulty level and concepts being assessed. Many assessment construction tools have been developed to import and export QTI specifications. Not all these tools developers took the mentioned deficiencies of QTI into account. Tools manipulate only assessment items (questions) and do not sustain a method to group and deliver these items in a higher level of representation (assessment). This paper proposes an extended model for QTI to overcome the mentioned drawbacks. In addition, it presents a Test Construction Tool (TCT) that supports building and manipulates assessments documents in a high level of representation according to QTI standards.
