Ways to Train the Statistical Capacity of Grassroots Statisticians

Currently, the statistical capacity of the grassroots statisticians is not good enough. And their statistical report would be consulted by the local governments and institutions to make some major decisions, so their statistical capacity needs to be improved urgently. In this paper, some common formulas and algorithms are introduced to train the grassroots statisticians effectively, such as fitting function, fourfold table chi-square test, the variation index and some necessary mathematical explain of Excel. In addition, some statistics examples are processed to show these methods.
