Abstract
A cellular planning optimisation algorithm-the algorithm of coverage iteration with traffic partition-is presented, proposing, through a mixed structure of micro and macro cells, an optimum cellular planning for the coverage of an urban environment with a real (non-uniform) traffic distribution. The results of the algorithm, micro and macro cells radii and estimation of cells location, are obtained in order to minimise the number of base stations, guaranteeing a maximum blocking probability in every cell. A cellular planning tool that implements the algorithm, Nebmin, is described, and used to propose an optimum planning for Lisbon, by evaluating different criteria of real GSM traffic data
