Abstract
This article presents an overview of the work undertaken in the frame of the European ATC Harmonization and Integration Programme for the development of performance standards and analysis methods for civil ATC radar systems. The Transport Ministers of European Civil Aviation Conference (ECAC) states at Paris in April 1990 signed the ECAC en-route (and major terminal areas) strategy for the 1990s. The strategy aims to integrate the 32 ATM systems of the ECAC members to one seamless ATM system. In future a pilot flying over the ECAC area from Norway to Cyprus should not see any difference in the quality of the ATM services
