Abstract
Storage, transmission, exchange and expression of spatial data are vital problems in the development of GIS. Keyhole Markup Language, which is one of Descriptive Markup Languages adopted by Google Earth, has been introduced to solve these problems. In this paper, a framework of GIS based on KML having the characteristics of describing and expressing the geographical information, was designed. With a case study of GIS development in Rural Renewable Energy Planning and Evaluation System, it explained at length how to extract geographical information data stored in the server as well as transform the data into XML data format, and then transform XML data format into KML data format. At last, it depicted how to express geographical information with KML data on the webpage at the client side.
