Abstract
The development of Information and Communication Technology (ICT) has brought variety to the way of our leaning and, therefore, has create new challenges to the learning. Applying ICT to the courseware has become a trend of education among most countries in the world. However, teachers won´t be able to guild their students how to access more channels of acquiring knowledge and resources of learning using ICT tools, until they can clearly understand the characteristics and constrains of ICT, and hence can design appropriate associated teaching materials, courseware and teaching activities employing ICT. While education institutes decide to adopt some new ICT equipments in teaching purpose, in spite that managers of computing divisions think those equipments poses many advantages, many efforts are needed before teachers can use them in their teachings. Usually, there exists a big gap between awareness and implementation. In this paper, we try to construct a process and mechanism that education institutes adopting a new ICT using the innovation diffusion theory. Also, we propose to form several inside groups corresponding to stages in the process. These inside groups may dig out the facilitated factors of technology acceptance and reduce the obstructed factors through group members´ personal interactions with group outsiders. Hence, education institutes may plan and maintain systematic strategies in supporting facilitate integrating ICT into education.
