Abstract
The paper focuses on the modeling of new Information and Communication Technology competences and skills. Competencies as abstractions of work human behavior, have emerged as a promising concept to make human skills and abilities manageable and addressable. Although competencies are a simplification of the "real" world, they are a more adequate approximation than the notion of "knowledge" in traditional knowledge management approaches as they can represent a set of skills, knowledge, and abilities that are not easy to be separated. These competencies evolve in the time and their regular update is necessary. This leads to the development of a reference model for the ICT competencies and its management, update and maintenance. We would like in this paper to highlight the relation between the requirements of Qatar ICT market competency and the higher education learners profile with the help of the knowledge acquired during the Master of informatics training programs. This will be done through the establishment of an ontological model. This work is part of a new project funded by QNRF (Qatar National Research Fund): PRO-SKIMA PROfessional education development and SKIlls Management-ontology enhanced workplace learning (NPRP7-1883-5-289), in collaboration with the University Lumiere of Lyon (ULL) in France.
