Abstract :
For an emergency event under uncertainty environment, in order to make a better decision, a new definition about emergency event is given, which is a set that the element is event attributes including key attribute, secondary attribute, environment attribute and disserve evaluation attribute, etc. And the response decision for the emergency event also is defined newly by a set including the decision of extracting attributes, determining decision object and choosing action. Then, for a simple barrier lake event, we model the response decision problem into a infinite period stochastic dynamic programming problem when the event is random and dynamic. And a numerical example is given, the results show that the model can solve the problem effectively when the state of emergency event and the action set are finite.
