On system construction of China´s public service

Optimization of public service is essential to the transformation of government functions, the development of national economy and the realization of a harmonious society. Aiming to solve the existing problems with China´s public service by means of literature review and statistical analysis, this paper puts forward a “system of three moderations” and an operational mechanism of social participation, on which a legal system of public service can be built. Together with the clarification of government functions and intensification of social participation, the efficient, scientific and progressive governance can be achieved.
