Abstract
In this paper, a mathematical framework is developed for modeling stakeholders´ decision making situations on participation in services, and for analyzing stability of established services. Specifically, a decision making situation is modeled as a committee with decision makers´ permissible ranges, establishment of a service is described as stakeholders´ consensus for the service, and stability of established services is analyzed within the framework of the Graph Model for Conflict Resolution (GMCR). One of the main results of this paper shows that some of established services are so stable, in the sense of coalition Nash stability in the framework of the GMCR, that no coalition of stakeholders can change the service without the loss of a member of the coalition.
