Abstract
In the mid 1990´s, the City of Burbank´s Water and Power Department (BWP) needed to focus on the electric infrastructure needs of their world-class media customers. Although the first two self-performed substation projects met BWP objectives, the process had major project management and coordination shortcomings. For its more recent station projects, BWP uses Design-Build outsourcing that provides single point accountability. This approach maintains a critical focus on cost control and schedule adherence, while addressing labor concerns and maintaining end user satisfaction
