Abstract :
The main purpose of this paper is to introduce the developing of a Smart City Evaluation Index based on the concept of leveraging ICT to make a better city life, i.e. transforming governance to service that match the citizens´ need. Not only in terms of the readiness of ICT infrastructure, this Index also focuses on the statues of ICT application and capability matching the needs of the residents. According to the evaluations of ten cities/counties in Taiwan, even with the less readiness, the efficiency for higher satisfactions of the residents can be reached.
