Abstract
This paper presents an analysis of the paradigms shifts in telecommunications due to the convergence of voice and data channels. First, it is presented a revision regulation over VoIP services in several countries, identifying some of their impacts on society. Then, the Brazilian scene is analyzed, identifying the actions that could make easy or difficult the offering of this service and their correspondent impact over consumers´ rights.
