Entrepreneurial activities are divided into productive and unproductive activities by Baumol,who highlights the importance of paying special attention to the flow as well as the reallocation of entrepreneurship when cultivating entrepreneurs´ innovative abilities,and holds the idea that the role change of government will influence the allocation of entrepreneurship between the two activities. Based on previous researches, this study not only inspects the allocation of entrepreneurship and its possible explanation, but also studies the design of innovative system and strategy choice in China. Our study demonstrates that Chinese entrepreneurship is now allocated more on non-productive and non-innovative activities, and a dualistic antinomy exists between innovative ability and activity of entrepreneurs. For this reason, our government is suggested to bring forth a rational institutional arrangement conducting the allocation of entrepreneurship on productive and innovative activities.
