Abstract
Shifts from a national to global scope for industrial structure, the novel economic effects of computers and telecommunications technologies, and the emergence of new IT-based organisational forms drive our need to formulate policies to mediate the transfer and diffusion of information technologies (IT). One key public policy goal is to shape contractual issues, legislation, and litigation related to technology transfer, toward the public interest. This paper applies a transaction costs model of technology transfer to identify interactions between public policy and transfer activities, and applies the resulting model to IT policy research
