By introducing and analyzing the newest relative research, this paper is aim to figure out how technology and innovation affects the evolution mechanism of service economy and the network relationship among them. It reaches three primary conclusions. First, technology and innovation are not only the endogenous driven power of service economy but also impact the connection between service industry and other industries. Second, because of the different segments of the service economy: low-skill services, traditional high-skill services and new high-skill services, the network relationship among technology, innovation and service economy shows different ways. Third, since the “positive” relationship is possible but not certain, governments should provide appropriate policies in order to encourage it.
