Abstract
On the basis of cybernetics, it reveals the structural features and functions of the United States´ administrative monitoring system, by using system analysis method to construct systematic model and introduce transfer functions. The result shows that United States´ systematic design of its administrative monitoring system enhances the safety function of state administrative monitoring system, both scientifically and effectively. While there also exists the defect of accuracy deviation. Besides, theoretical analysis and political phenomena are basically consistent.
