Abstract :
Beijing Road Management System (BRMS) is a comprehensive pavement management system developing and implementing both at network level and project level. BRMS aims to assist pavement agencies in making decision effectively and efficiently. This paper describes the key modules compulsory for network level implementation including database module, condition survey module, condition assessment module, performance prediction module and optimization module. In BRMS, pavement sections are identified based on the road length and functional classification. To collect distress data efficiently, a new automated conditions survey system undertaking shows more advantages in comparison with manually device. Pavement condition index (PCI) is used for assessment of pavement distress type and severity for both flexible and rigid pavements. In the optimization module, integer programming is applied to determine M&R policies. These modules provide a common platform for the life-cycle pavement management in conjunction with the project level modules to be integrated.
