Abstract
Through a review of status quo of research on evaluation at home and abroad, the paper analyzes in depth BSC and fuzzy Borda number method, makes their respective advantages complementary to each other and establishes a new comprehensive performance evaluation model of e-government combining BSC with fuzzy Borda number method, so as to make up for the disadvantages of BSC which can not give relative weight of each indicator and make more scientific and rational evaluation of those governments which have their own advantages and disadvantages of each dimension. A numerical example is discussed to demonstrate the methods to evaluate e-government performance based on BCS and fuzzy Borda number method.
