Building the concept modular of structure energy saving by rooting on the energy consumption structure analysis of each industry, department, product, region,building structure energy saving system with Economic Structure and Energy Saving subsystem through theory of system science, and establish its reference index, to promote mutual active energy saving between the energy economic structure.
