Abstract
This paper discusses the need to achieve a consistent PHB across the GIG regardless of the link types. The paper shows an approach on how to create this consistent PHB, and uses the example when the hop is a multiple access waveform (e.g., JTRS) and when the hop is a COTS router followed by a satellite terminal. Creating this consistent PHB also considers bandwidth optimization and multi-level precedence and preemption (MLPP) requirements. The paper provides the analysis on how to create this PHB and presents simulation results on bandwidth optimization and behavior of each class of service and precedence level.
