  • Abstract
    E-government affected by many factors, which contain highly complexity and uncertainty. While people definitely produce uncertain cognition from incomplete information, it is hard to use quantitative analysis for evaluating E-government performance. Therefore, this article attempts to use unascertained means cluster method to study the classification of E-government performance. Based on the analysis of influence factors of E-government performance, this paper constructs a E-government performance evaluation system which contains 19 secondary indicators based on public information, online business, public participation, network security, system cost and network design. Moreover, in the case of 10 government departments with the function of social service and management in one province, the unascertained means cluster method is applied to evaluate the E-government performance of the 10 departments. The empirical research indicates that this methodology not only provides a precise classification, but also clarifies the degree of affiliation of different samples. It is believed that this methodology is more advanced and has practical value and application prospects.
