After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In recent years, the life cycle project management theory has been well applied in a lot of large project. It has helped to improve the defects of traditional project management model and improve the performance of project management to some degree. However, for the special characters and defects of the government invested project, there are still no good solutions to them. This paper focuses on those issues of China´s government investment projects, and applied the life cycle project in the government invested project. A systematic management system is established in this paper to integrate all project phases to a life cycle management system.
