After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

With the development of information and economic globalization, Chinese economy is stepping from industrialization age into information age. The advent of information age gives an impetus to the emergence of a completely new type of Business known as “Information-based Business”. It has become not only a new way for social and economic development characterized by high added-value, high growth, high efficiency but low energy consumption and low pollution, but also the roll booster for China to realize the sustainable development of industry, which is capable enough to promote the development of information-based entrepreneurship. Therefore, studying on theories and methods of new-type industrialization development strategies which is under the background of information-based entrepreneurship can find a new way to effectively accelerate the process of China´s new-type industrialization and promote new-type industrialization developing quicker and better.
