Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

MBO as a revolt of modern enterprise system, Though there are many problems during the process of MBO at present, but we can´t equal this problems with the value of entrepreneur. Entrepreneur as a special human capital has particular value unlike the general labour; The managers sensiblly “retake” the value createded in the past which should belong to themselves through MBO. This paper arguments that MBO can be benefit to incentive of salary and the reform of assignation, and can be benefit to the reform of property rights circumfusing human capital.
