Abstract
By bringing together the techniques of: video compression (MPEG), high speed access over existing telephone lines (ADSL) and the metallic line test capabilities in every exchange, it is possible to have live TV news reporting from nearly every home, with only small scale enhancement of the network. The author shows how this service can be provided and how it can be used. This service called RATTLE (Remote Access to Television Through the Local Exchange). The use of MPEG and ADSL will not replace all the current outside broadcast units, it will supplement them. When the network knows some major event is going to happen then the full outside broadcast capabilities are essential, but for simple news reporting this should be a major step forward in flexibility, and fast news reporting
