Innovations need new organisation of vocational training. Referring to innovation cycle theory and network economics, the paper analyses empirical data and proposals for reforms of vocational training and innovations (Germany, Switzerland, Austria, Japan). Three types of institutions and enterprises-innovative, adaptable and hesitative, innovation process phases and innovation policy measures are pointed out
