Abstract :
Progress in the UCTE-IPS/UPS electricity transmission system study causes the posing a question concerned the principles that could be used for coordination of so-called system protection schemes (SPS) for the impending interconnection. Multitude of ways to coordinate SPS is known but it is difficult to select some of them in the UCTE-IPS/UPS case. There is quantity of well known strategies for on-line dynamic security assessment (DSA) as well as large amount of approaches to SPS development in the power systems. At the same time, different practice of the use of SPS in the UCTE power system and the IPS/UPS can become an impediment to progress in unanimous strategy of SPS coordination. Peculiarities of deregulation in power systems produce supplementary obstacles. It is better to debate this topic before developing SPS coordinating structure for the UCTE-IPS/UPS. Two possible strategies for coordination of SPS in the UCTE-IPS/UPS interconnection are suggested. The structures of two modern Russian SPS complexes are proposed for consideration as probable prototypes for SPS complexes in the UCTE-IPS/UPS project. One of the approaches to power system state estimation that has to be fulfilled by SPS complexes and systems is briefly discussed. The suggestion that the general principles of DSA and the UCTE-IPS/UPS emergency control have to be tested at the European and Russian control centers is formulated. As possible places for such tests in Russia the Zeya and Bureya HPP´s SPS complexes are shown
