Abstract :
Summary form only given as follows. This paper postulates that the Faculty of Engineering as part of UWI, is at present, operating as a public utility monopoly facing the twin threats of competition and reduction in government funding. In this context, it is no different from other state owned monopolies that are being forced to become client oriented and as a result cost effective, economic, and technologically efficient. The experiences to date demonstrate that the change processes required are directed mainly toward the development of a vision for the organization with the pain of change in its restructuring
