Abstract :
We define the weighted Karhunen-Loeve transform (WKLT) and provide its general form. For use in image compression we propose a new method to reduce the blocking effects by using overlapping blocks and the WKLT. Although by decreasing the weight in the overlapping areas, the error in these areas will increase, the error in the non-overlapping areas will decrease. The error increased in the overlapping areas can be reduced by averaging over blocks. Thus, the error on each pixel is almost the same, and the redundancy for the overlapping areas is reduced
