One Map-Based Land Information System: Towards E-government for Land Management

Abstract :
Land information system is one of the most important components in the construction of E-government. Such system can provide fundamental position and land property for other information, which is urgently required by the local government in China. “One map” is a new project launched by the Ministry of Land and Resources of China towards the construction of E-government for land management. Purpose of this paper is to design such “one map”-based land information system towards e-government. Firstly, the term of “one map” is discussed and defined, and the background of “one map” project is reviewed. Then, the contents of E-government for land management and general framework of land management are proposed. Finally, the design of framework, functions, software architecture, and general technical framework of software of "one map"-based land information system is presented.
