Summary form only given as follows. Rarely do requirements remain static during the systems engineering process. Customer needs change as additional information becomes known. Organizations that are essential to the success of the product are brought into the process after the design or development of the product is underway. Technology enhancements in the components utilized in the platform create new capabilities which result in changes in the requirements. This paper addresses the process of managing change within the systems engineering process. It includes a review of the tools and procedures which facilitate the process of managing changing requirements while keeping the development of the product on target
