Abstract
A Water resource is the critical basement and insurance for rapid social and economic development. Quantitively study about the effective use of water resources towards three major department of civil economic development and its water use efficiency has great significance on how to make high-efficient water price and water resources management policy as well as to adjust water resources allocation reasonably so as to keep a sustainable development for the whole society. This paper chooses benefit sharing coefficient method among large amount of methods for quantitively analysis. It takes the 9 provinces along the Yellow River basin as study area, calculating water economic value and its use efficiency of its three major department of economy. Then it analyzes its characteristics and problems of current water use structure and puts forward some measures and advice for improving water use and allocates water resources eventually.
